HEAL PA is a collaboration of volunteers from a wide variety of backgrounds, interests, geographies, ethnicities, and life experiences that has been assembled to create a more trauma-informed state.
This mix of state agency representatives and community stakeholders from all across the commonwealth is responsible for prioritizing the recommendations, setting short and long term goals, and assigning accountabilities to make the plan recommendations a reality.
Action teams are expected to push the envelope to ensure PA not only keeps up with the latest science and trends in trauma and ACEs, but sets the bar for planning, innovation, and action, which is then pursued by advocates.

The Change Campaign is a 501(c)(3) nonprofit organization that was selected to become the fiscal agent of HEAL PA to support its revitalization effort beginning on September 1, 2025.
The Change Campaign champions community-led, systems thinking, trauma-informed approaches that address many of our society's most intractable problems. Through combined social, political, and economic strategies, we empower communities and governments to enact policies and programs that address the root causes of societal dysfunction. We help localities achieve superior outcomes with significantly lower costs and advise on how to recycle cost savings to scale existing initiatives and launch new programs focused on creating a future where everyone, everywhere can truly thrive.
